Documents for the Vietnam online work permit application
When applying online, you need to prepare digital versions of your documents. You can use these file formats:

- DOC/DOCX (Word) files
- JPG (image) files
When you scan paper documents:
- Make sure the digital copy shows all information clearly
- Scan directly from the original document

How to apply for a Vietnam work permit online
The online application process has three simple steps:
Step 1. Create an account
First, visit the Public Service Portal website for the province or city where you will work. Some common portals:
- Ho Chi Minh City Public Service Portal
- Tay Ninh Province Public Service Portal
- Dong Nai Province Public Service Portal
- Hanoi Public Service Portal

To create an account:
- Click “Register”

- Fill out the form
- Verify your account through email or phone
Step 2. Submit your application
After logging in:
- Find the service:
- Search for “work permit”

- Click “Apply online” for “Work permit issuance”

- Fill out the form:
- Enter your information

- Enter employer information

- Enter foreign worker information


- Click “Continue” when done.

- Upload documents: You need to upload:
- A written explanation stating why you need to hire a foreign worker and requesting a work permit (Form No. 03 attached to Decree 219/2025/ND-CP)
- Health certificate from an authorized medical facility, valid for 12 months from the issue date. You can check the list of hospitals licensed by the Ministry of Health to perform health examinations for foreigners.
- Valid passport (notarized copy, with at least 6 months validity remaining)
- Criminal record check, valid for 6 months (exempted if verified through the National Public Service Portal)
- 02 photos sized 4x6cm, color, white background, straight face, no glasses
- Work-related documents such as assignment letter, labor contract, or work experience confirmation
- Documents proving your work position, as follows:
- Experts
- Managers
- Executive directors
- Technical workers
- Bachelor’s degree or higher (notarized copy, consular legalized)
- Confirmation letter showing at least 2 years of relevant work experience (or 1 year if working in priority fields: finance, science, technology, innovation, digital transformation – confirmed by ministry/department/provincial authority)
- Company charter or operating regulations of the organization or enterprise
- Appointment or assignment letter for managerial positions as specified in Clause 24, Article 4 of the Enterprise Law 2020 No. 59/2020/QH14
- Business registration certificate or establishment certificate or establishment decision or other legally equivalent documents
- Registration certificate for branch, representative office, or business location
- Company charter or organizational structure document
- Confirmation letter from the employer showing at least 3 years of relevant experience (authenticated letter or electronic document)
Special case: If you have worked in Vietnam before, you can use your old work permit or work permit exemption certificate to prove your experience.
- Option 1:
- At least 1 year of professional training and at least 2 years of experience in that field
- Documents needed:
- 1-year vocational training certificate (notarized copy, accepted from legal companies/organizations)
- Confirmation letter showing at least 2 years of experience (authenticated letter or electronic document)
- Option 2:
- At least 3 years of experience in the professional field
- Documents needed:
- Confirmation letter showing at least 3 years of experience (authenticated letter)
- Training certificate not required, but can be added if authorities request it
